CS2 has low FPS or stutter on a good PC

My PC should be strong enough for CS2, but the game still feels choppy. The average FPS can look fine, yet fights, smokes, or the first minutes after loading feel bad.

Do not add more launch commands yet. First make one clean test with old launch options and overlays removed. CS2 problems often show up as bad 1% lows, frametime spikes, shader settling, or a CPU/GPU limit that average FPS hides.

Run one clean baseline:

  1. Open Steam, go to Counter-Strike 2 -> Properties -> General, copy any Launch Options into Notepad, then leave the Launch Options field empty for one test.
  2. Turn off Steam overlay, Discord overlay, Xbox Game Bar, capture tools, and performance overlays you do not need for the test.
  3. In CS2, use Fullscreen mode and your normal resolution/refresh rate.
  4. Test the same offline map, demo section, or practice route for three to five minutes.
  5. Watch whether the stutter improves after the first few minutes. If it does, shader compilation or asset loading may be part of the problem.
  6. If you use a performance overlay, look at 1% lows, frametime, CPU usage, GPU usage, RAM use, and whether one CPU core is pegged.

Read the result this way: if offline is smooth but online stutters, bring ping, packet loss, server region, and matchmaking behavior into the next check. If every game stutters, stop treating CS2 as the only issue and look at temperatures, driver state, storage, RAM stability, and Windows power mode. If only CS2 stutters with old launch options enabled, keep the field clean and add changes back one at a time.

The useful result is not “highest FPS possible.” The useful result is knowing whether the bad feeling comes from copied launch options, overlays, shader settling, online/network behavior, or a wider PC stability problem.

Do not paste someone else’s launch string or config before the clean baseline. Commands like -high, forced thread counts, and old config tweaks can make a good PC feel worse after updates.

If you ask for help, send a screenshot of the CS2 Launch Options field, the CS2 Video settings page, and one performance view after the repeatable test. Hide your Steam profile name and private paths. If you do not use an overlay, write down the map, resolution, refresh rate, average FPS, worst drops, GPU usage, CPU usage, and whether offline play is smooth.

Stop here if all games stutter, the PC overheats, Windows crashes, the issue happens only online, or the stutter disappears only when a specific overlay or launch option is removed.
